Adoption placement services are provided for a child who has been abandoned or whose parents are unable to care for the child and are unable or unwilling to assume parental responsibility, even with the assistance of child-rearing support services.

Adoption is a unique way to start a family. A wide range of counseling services is available to birth parents as well as couples and individuals seeking to adopt.
- Counseling and support for birth parents, including after the adoption is finalized and in cases of confidential births
- Counseling, preparation, and training for prospective adoptive parents
- Placement of children within the country, support and counseling for the adoptive family
- Support for contact between birth and adoptive families in open adoptions
- Counseling and expert opinions regarding stepchild, relative, and non-relative adoptions
- Support and counseling for adopted children (e.g., assistance with identity exploration, access to adoption records for adoptees, assistance and support in searching for birth parents and siblings)
- Assistance with international adoptions
- Training programs and opportunities for adoptive parents and families to connect
- Support and facilitation of the group for adult adoptees
Every adoption must be in the best interests of the child.
