Apply for a certificate of eligibility for housing
In order to be able to rent a subsidized and therefore often cheaper apartment, a certificate of eligibility for housing is required. Among other things, the amount of income of all persons belonging to the household is decisive for the granting of a certificate of eligibility for housing.
The certificate of eligibility for housing is issued on application and is valid for 1 year.

Income limits
In order to move into a subsidized apartment, the income limits according to §10 of the Thuringian Housing Assistance Act(ThürWoFG) must be met. You can use the income calculator (under "Links") to check whether you may be eligible for a housing entitlement certificate.
Since the new directive came into force on 31.05.2023, the income limit can be exceeded by up to 40%.
Furthermore, when calculating income, other aspects must be taken into account which may increase the income limit. These include increased income-related expenses, young marriages or people with a degree of disability of 50 or more.
In this respect, an individual assessment of your entitlement to a residence entitlement certificate by the responsible office is necessary.
Members of the household
The household includes all persons listed in Section 10 (4) ThürWoFG, provided they live in a residential and economic community.
Children of separated or divorced parents who are entitled to joint custody belong to the household of each parent as dependents.
Multiple residences
An entitlement to a housing entitlement certificate only exists if the subsidized apartment to be occupied is registered as the sole main residence . There must be no other residence.
Students / trainees
Students and trainees are eligible to apply at the place of study or training if they have their usual place of residence there and intend to keep it for a longer period of time. A period of at least one year is to be regarded as a longer period in this sense. This must be proven with a valid certificate of study or a training contract.
Shared flats do not receive a residence entitlement certificate.
Migrants
Migrants are eligible to apply if they are authorized to reside in Germany for a longer period of time. Here too, at least one year is set as the limit. This can be proven, for example, by a residence permit.
Asylum seekers are generally not considered to be entitled to housing, as it is not possible to predict whether and for how long they will remain in Germany.

Fees
The issue of a residence entitlement certificate costs 10 euros.
The fee can be paid either on site or by invoice and bank transfer.
