Income Limits

To qualify for subsidized housing, you must meet the income limits specified in Section 10 of the Thuringian Housing Assistance Act (ThürWoFG). You can use the income calculator (under “Links”) to check whether you may be eligible for a housing eligibility certificate.

Since the new guideline took effect on May 31, 2023, the income limit may be exceeded by up to 40%.

Furthermore, when calculating income, other factors must be taken into account that may increase the income limit. These include, among other things, higher income-related expenses, newlyweds, or individuals with a disability rating of 50 or higher.

In this regard, the competent authority must conduct an individual review of your eligibility for a housing eligibility certificate.

Household Members

The household includes all persons listed in Section 10(4) of the Thuringian Housing Eligibility Act (ThürWoFG), provided they maintain a common household and share household expenses.

Children of separated or divorced parents who share joint custody are considered members of each parent’s household.

Multiple Places of Residence

You are only eligible for a housing eligibility certificate if the subsidized apartment you intend to occupy is registered as your sole primary residence . You may not have any other place of residence.

Students / Trainees

Students and apprentices are eligible to apply at their place of study or training, provided they have their habitual residence there and intend to maintain it for an extended period. For this purpose, a “longer period” is defined as a period of at least one year . Proof of this must be provided in the form of a valid certificate of enrollment or a training contract.

Shared living arrangements are not eligible for a housing eligibility certificate.

Migrants

Migrants are eligible to apply if they are legally permitted to reside in Germany for an extended period. Here, too, the minimum period is one year. This can be proven, for example, by a residence permit.

Asylum seekers are generally not considered eligible for housing, as it is impossible to predict whether and for how long they will remain in Germany.

The fee for issuing a housing eligibility certificate is 10 euros.

The fee can be paid either on-site or by invoice and bank transfer.
