Building on the water

The construction of structural facilities on, in, under or above surface waters and in the waterway edge strip requires the approval of the responsible water authority. The lower water authority (Water / Soil / Waste team) is responsible for water bodies of the second order (streams), while the upper water authority is responsible for the Saale as a water body of the first order.

The riparian strip is protected due to its ecological function and buffer effect. It measures five meters from the top of the embankment or from the line of the mean water level within built-up areas and ten meters outside.

It is prohibited to deposit objects (e.g. green cuttings), remove trees and shrubs suitable for the site, use substances hazardous to water or convert grassland into arable land in the water's edge strip.

To ensure proper water drainage, the watercourse profiles must be kept free of obstructions and floating debris. This is the task of the bodies of water II. This is the task of the associations set up to maintain them.

The urban area of Jena falls within the remit of the Untere Saale/ Roda watercourse maintenance association.

The following documents must be submitted to the lower water authority once in paper form and digitally in pdf format:

  • Informal application letter with signature
  • Explanation of the project
  • General site plan M 1 : 25 000 or M 1 : 10 000
