Combustion, gas turbine and internal combustion engine plants - Registration of medium-sized plants
Operators of medium-sized combustion, gas turbine and internal combustion engine plants must notify their plants electronically or in writing to the lower immission control authority using a form (see -> Documents).

The new 44th Ordinance on the Implementation of the Federal Immission Control Act (BImSchV) on medium-sized combustion, gas turbine and internal combustion engine plants has been in force since 20.06.2019. Among other things, it states that plant operators must report their plants. Detailed information on the regulations can be found on the city's environmental portal:
Procedure/deadlines
The 44th BImSchV distinguishes between existing installations and new installations with regard to the deadlines to be met.
Existing installations
Existing installations within the meaning of theordinance are installations
- that were already in operation before 20.12.2018 or
- which were approved by 19.12.2017 in accordance with Section 4 or Section 16 of the BImSchG and commissioned by 20.12.2018 at the latest.
Existing installations must be reported to the lower immission control authority of the city of Jena by 01.12.2023 at the latest.
New installations
New installations within the meaning of the ordinance are installations that were approved after 19.12.2017 or commissioned after 20.12.2018.
New installations must be reported immediately.
Installations under construction
Installations currently under construction must be notified prior to commissioning.
Documents
A fillable PDF document is available to the plant operator for the notification of a plant (notification form 44th BImSchV [PDF]).
In addition to the information in Annex 1 of the 44th BImSchV, the notification form also contains information on emission-relevant changes, a change of operator or the final shutdown of a combustion plant. These changes must also be reported using this form.
The operator must send the completed and signed notification form to the competent authority by

This registration is an interim solution thatwill be useduntil a standardized nationwide web-based application is implemented .
Once the notification form has been returned, the Lower Immission Control Authority of the City of Jena will carry out the notification procedure and make the information contained in the installation register publicly accessible on the website of the City of Jena in accordance with the provisions on access to environmental information (Installation Register 44th BImSchV [PDF]) (Section 36 of the 44th BImSchV).
