Fireworks / stage pyrotechnics

If you, as the holder of a permit or certificate of competence, wish to burn pyrotechnics or pyrotechnic articles in accordance with § 23 of the 1st Explosives Ordinance, you must notify the competent authority at the Thuringian State Office for Consumer Protection.

The obligation to notify applies to

  • pyrotechnic articles of category F2 in the period from 02.01. to 30.12.,
  • pyrotechnic articles of categories F3, F4, P1, P2, T1 and T2 all year round.

The Thuringian State Office for Consumer Protection is also responsible for issuing exemptions for the setting off of purchased fireworks which are to be set off by persons without a certificate of competence in the period from 02.01. to 30.12..

The City of Jena is only responsible for the approval of stage pyrotechnics in theaters and similar facilities (e.g. concert halls or festival stages) in accordance with Section 23 (6) of the 1st Explosives Ordinance.

Special permit required for small fireworks from 02.01. to 30.12.

Pyrotechnic articles in category F2 may only be set off by persons without a permit or certificate of competence on 31.12. and 01.01. If you wish to set off small fireworks with such fireworks in the period from 02.01. to 30.12., you must submit an application for a special permit.

The special permit is an individual decision subject to a fee. It can only be considered for events of great rarity and exceptional importance.

These events do not include

  • Weddings
  • Birthday parties under 90 years of age and
  • company anniversaries of less than 50 years.

Alternatively, you can hire a commercial fireworks technician with a license or certificate of competence. Commercial pyrotechnicians with an official permit can also set off fireworks between January 2 and December 30.

The setting off of pyrotechnic objects in the immediate vicinity of churches, hospitals, children's and old people's homes and particularly fire-sensitive buildings or facilities is generally prohibited in accordance with Section 23 (1) of the 1st Explosives Ordinance.

Fireworks in theaters and similar facilities - responsibility of the City of Jena

For the presentation of effects with pyrotechnic objects and pyrotechnic sets in theaters and comparable facilities as well as for effects with explosive substances in film and television production facilities, you require a permit from the fire protection and regulatory authority (City of Jena) in accordance with Section 23 (6) of the 1st Explosives Ordinance.

Comparable facilities also include outdoor theater stages, festival stages and concert halls.
