Replace registration plate allocation - unregistered motor vehicles
Zulassungsfreie, aber kennzeichenpflichtige Fahrzeuge nehmen nicht am Zulassungsverfahren teil. Dies betrifft beispielsweise Leichtkrafträder und Bootsanhänger.
Procedure/Deadlines
The number plate allocation for vehicles not subject to registration is documented with a corresponding proof (vehicle registration document or registration certificate part I). If this document is lost, you must apply for a replacement.
To do this, you must always make a declaration in lieu of an oath that the document has been lost (§ 5 StVG). This declaration can only be made in person to the person recording the loss (§ 27 ThürVwVfG). The submission of the affirmation in lieu of an oath is subject to a fee.
Documents
- Type-approval - national document or COC certificate in the case of EC type-approval
- Declaration in lieu of an oath
- Protocol of the last main inspection - if the first inspection was due within the prescribed period
- General documents on the vehicle owner (see Downloads)
- if applicable, the transcript of the recording of a criminal complaint with the police
Opening hours
Document issue - without an appointment
Documents that have already been applied for and are now ready for collection (passport, ID card and eID card as well as documents from the driving license authority) can be collected from reception during opening hours without an appointment.
Other requests with an appointment
An appointment must be booked for personal visits for other matters. This can be done online or by telephone.

Please note
On 23.12.2025 the area is only open until 16:00. The area is closed on 02.01.2026. The department cannot be reached by telephone from 4 p.m. on 23.12.2025 and all day on 02.01.2026.

The registration authority uses special adhesive seals with special security features for the vehicle documents. This increases the total fees by € 0.30 per adhesive seal used.
