Registration of own construction & non-registered used vehicles

First-time registration of a used but not yet registered vehicle (certain vehicles of the German Armed Forces and other authorities or vehicles that were operated in non-public areas, e.g. at airports). These vehicles generally have no or invalid vehicle documents.

The same applies to vehicles that were previously registered in the GDR and were not subsequently transferred to Federal German law.

For self-constructed vehicles, either an operating permit for individual vehicles must be applied for in accordance with § 21 StVZO or an individual approval for vehicles in accordance with § 13 EG-FGV.

No presentation necessary

The vehicle does not have to be presented to the registration authority, as the prescribed identification has already taken place as part of the assessment in accordance with § 21 StVZO.

  • Expert opinion in accordance with § 21 StVZO or § 13 EG-FGV from an officially recognized expert
  • Proof of the right of disposal by: Original purchase contract and invoice or previous vehicle documents (e.g. for former GDR vehicles) or certificate from the central military motor vehicle office of the German Armed Forces
  • Declaration of no objection from the Federal Motor Transport Authority: To be applied for via the Kraftfahrt-Bundesamt or online during processing at the Bürgeramt.
  • Electronic insurance confirmation (eVB, formerly insurance duplicate card)
  • Direct debit authorization for motor vehicle tax
  • If applicable, notification of special vehicle use (see Downloads)
  • General documents on the vehicle owner (see downloads)
  • if applicable, declaration on the use of the business address for the registration of vehicles for sole proprietorships and self-employed persons (see Downloads)

Document Pickup - No Appointment Required

You can pick up documents that you have already applied for and are now ready for pickup (passports, ID cards, eID cards, and documents from the driver’s license office) at the front desk during business hours without an appointment.

Costs for embossing the license plates

The registration authority uses special adhesive seals with special security features for the vehicle documents. This increases the total fee by €0.30 per adhesive seal used.
