Structural verification

The stability and fire, noise, heat and vibration protection of buildings and other structures must be verified. This is not the case for projects that do not require a procedure in accordance with Section 63 of the Thuringian Building Code (ThürBO).

The authorization to submit building plans includes the authorization to prepare structural engineering certificates, unless otherwise stipulated in Section 72 of the Thuringian Building Code (ThürBO). For certain projects, the civil engineer or architect must be entered in the specialist planner lists for structural stability or fire protection.

Section 72 ThürBO also regulates the cases in which the proof of stability and fire protection must be checked by the building authorities, regardless of the qualification of the person providing the proof.

Proof of stability

In accordance with the provisions of the ThürBO for the respective project, the examination of the proof of stability essentially comprises

  • Checking the mathematical proof of stability
  • Examination of the associated construction drawings in terms of statics and design
  • Examination of element plans for prefabricated construction as well as workshop drawings for metal construction and civil engineering
  • Checking the verification of the fire resistance duration of the load-bearing components
  • Checking the construction drawings for compliance with the fire resistance verification
  • Monitoring the construction project from a structural design perspective

The inspection obligation for the stability of structural systems depends on the building class, the use of the building, the type of construction, compliance with the provisions of the criteria catalog and the qualifications of the person preparing the certificate.

In the case of residential buildings in building classes 1 and 2, there is no inspection of stability if the person producing the certificate is entered in the list of specialist planners for stability in Thuringia; entries from other federal states are also valid in Thuringia.

Fire protection inspection

The fire protection inspection includes

  • Checking the fire protection certificates
  • Monitoring the construction work with regard to fire protection

For buildings in building classes 1 to 3 (except medium-sized and large garages and special buildings), the fire protection certificate is not checked. In the case of building class 4 (except medium-sized and large garages as well as special buildings), an inspection is only carried out if the person producing the certificate is not entered in the specialist planner list for fire protection for Thuringia. Registrations from other states are also valid in Thuringia.

The extent to which the removal of structural installations requires proof of stability is regulated in § 63 Para. 3 ThürBO.

  • Proof of stability including proof of the fire resistance of load-bearing components ("hot design")
  • Fire protection certificate
  • Soil expertise

The proofs of noise, heat and vibration protection are regarded as building documents and must be submitted. However, in accordance with the ThürBauVorlVO, these are not checked by the lower building supervisory authority.
