Parking space redemption
In accordance with Section 52 of the Thuringian Building Code (ThürBO), suitable parking spaces must be created to the required extent (necessary parking spaces) when constructing facilities where access and egress traffic with motor vehicles is to be expected. The parking spaces can also be created in garages. Suitable parking spaces for bicycles that are accessible without thresholds must be provided in such numbers that they are sufficient for the proper use of the facilities (necessary parking spaces for bicycles).

If these necessary parking spaces are not created on the building plot or on other plots of land within a reasonable distance and secured under public law by means of a building lease entry in accordance with Section 90 ThürBO, the building owner must apply for release from the parking space obligation.
Within the scope of their planning sovereignty, the municipalities can set redemption fees or a redemption obligation for the municipal area or parts thereof. The redemption fees are based on the average production costs in the respective municipal area and are earmarked for the above purposes.
