Passenger transport license - initial issue
In order to drive a cab, a rental car or an ambulance, you must apply for a P-Schein (passenger transport license). The passenger transport certificate (or passenger transport certificate) is an additional permit from the driving license authority, which is required in order to be allowed to transport passengers (Section 48 (1) of the Driving License Ordinance). This regulation also applies to passenger vehicles in scheduled services (§ 42, 43 Passenger Transportation Act) or for commercial excursions or vacation destination trips (§ 48 Passenger Transportation Act).

Prerequisites
- Main residence in Jena
- Minimum age of 21 years reached
- Class B or old class 3 driving license held for at least 2 years within the last 5 years
Application
- Applications can only bemadein person and not by proxy , as we require a signature from you. You do not need to fill out an application form. This process is handled by the driving license authority. You only need to sign the application .
Procedure/deadlines
- The passenger transport license is issued for a period of no more than five years.
- The application may be submitted at the earliest 6 months before reaching the minimum age.
- When submitting your application, you must declare the body from which you are requesting a psychological assessment. Once your application documents have been checked, the driving license authority will commission the expert opinion.

Applying for a P permit - required documents
- Passport or identity card
- Driver's license: If the existing driver's license was not issued by the city of Jena, a copy of the index card from the foreign driver's license authority that issued the driver's license is required. Please request the file card copy yourself from the relevant driving license authority and have it sent directly to us or sent by fax.
- If you still have an old driving license (grey/pink), you must apply for an exchange for the new card driving license at the same time as you apply for a driving license for passenger transport. In this case, please note the information on "Exchange to the EU card driver's license".
- Proof of sufficient eyesight: Proof in the form of an expert opinion or certificate from an ophthalmologist or occupational physician. The certificate must not be older than 2 years.
- Proof of medical fitness: Proof must be provided in the form of a certificate from a doctor of your choice, taking into account Annex 5 of the Driving License Ordinance. The certificate must not be older than one year at the time of application. The form to be completed by the doctor is available under Downloads.
- A performance psychology report: The examination includes, for example, an examination of resilience, ability to react, orientation performance and ability to concentrate. Proof of compliance with these special requirements is provided by an expert opinion from an officially recognized assessment body for driving fitness. This report must be submitted to the driving license authority and can be prepared in advance. The certificate must not be older than 1 year at the time of application.
- An official certificate of good conduct (document type "O") must be applied for by the applicant in person, stating the purpose "Permit to carry passengers", when submitting the application to the driving license authority.

You can collect documents from the reception on the first floor during the opening hours of the Citizens' Service (without an appointment).

Please note
On 23.12.2025 the area is only open until 4 pm. The area is closed on 02.01.2026. The department cannot be reached by telephone from 4 p.m. on 23.12.2025 and all day on 02.01.2026.
