Registration of a Motor Vehicle Requiring a License Plate with a Certificate of Operation - New Registration
Certain vehicles that are exempt from registration must be equipped with an official license plate, as they are subject to mandatory general inspections.

Details
According to Section 4(2) of the FZV, the license plate requirement applies to the following types of vehicles:
- Light motorcycle
- Self-propelled work machine (>20 km/h)
- Trailers for work vehicles (>25 km/h)
- Special trailers for sports equipment and animals (>25 km/h)
Proof of insurance is no longer provided by an insurance license plate pursuant to Section 26 of the FZV, but rather by a certificate of insurance.

- Original copy of the operating permit form or proof of EC type approval (EC Certificate of Conformity / CoC Certificate)
- Original purchase contract
- Electronic insurance confirmation (eVB, formerly “Insurance Double Card”)
- If applicable, notification of special vehicle use (see Downloads)
- General documentation regarding the vehicle owner (see Downloads)
- If applicable, declaration regarding the use of a business address in connection with vehicle registration for sole proprietorships and self-employed individuals (see Downloads)
- If applicable, form for vehicle registration under a civil law partnership (GbR and eGbR) (see Downloads)
Hours of Operation
Document Pickup - No Appointment Required
You can pick up documents that have already been requested and are now ready for pickup (passports, ID cards, eID cards, and documents from the driver’s license office) at the front desk during business hours without an appointment.
Other Matters Requiring an Appointment
If you need to visit in person for other matters, you must schedule an appointment. You can do this online or by phone.

The registration authority uses special adhesive seals with specific security features for the vehicle documents. This increases the total fees by 0.30 € per adhesive seal used.
