Registration of Home-Built Vehicles & Unregistered Used Vehicles

Initial registration of a used vehicle that has not yet been registered (certain vehicles belonging to the German Armed Forces and other government agencies, or vehicles that were operated in non-public areas, such as airports). These vehicles generally have no registration documents or have invalid ones.

The same applies to vehicles that were previously registered in the GDR and were not subsequently re-registered under West German law.

For homemade vehicles, an operating permit for individual vehicles must be applied for in accordance with § 21 StVZO, or an individual approval for vehicles must be applied for in accordance with § 13 EG-FGV.

No presentation required

The vehicle does not need to be presented to the registration authority, as the required identification has already been performed as part of the inspection pursuant to § 21 StVZO.

  • Expert opinion in accordance with § 21 of the StVZO or § 13 of the EG-FGV issued by an officially recognized expert
  • Proof of authority to dispose of the vehicle: original purchase contract and invoice, or previous vehicle documents (e.g., for vehicles formerly registered in the GDR), or a certificate from the Bundeswehr’s Central Military Motor Vehicle Office
  • Certificate of No Objection from the Federal Motor Transport Authority: To be requested through the Federal Motor Transport Authority or online during the processing of the application at the Citizens’ Office.
  • Electronic insurance confirmation (eVB, formerly the insurance duplicate card)
  • Direct debit authorization for motor vehicle tax
  • If applicable, notification of special vehicle use (see Downloads)
  • General documentation regarding the vehicle owner (see Downloads)
  • If applicable, declaration regarding the use of a business address in connection with vehicle registration for sole proprietorships and self-employed individuals (see Downloads)
  • If applicable, form for vehicle registration under a civil law partnership (GbR and eGbR) (see Downloads)

Document Pickup - No Appointment Required

You can pick up documents that have already been requested and are now ready for pickup (passports, ID cards, eID cards, and documents from the driver’s license office) at the front desk during business hours without an appointment.

Cost of embossing the license plates  

The registration authority uses special adhesive seals with specific security features for the vehicle documents. This increases the total fees by 0.30 € per adhesive seal used.
