Replace vehicle registration document / ZB I

Bei Verlust dieses Dokumentes müssen Sie grundsätzlich eine Versicherung an Eides statt abgeben (§ 5 StVG). Diese Erklärung kann nur persönlich gegenüber dem Aufnehmenden abgegeben werden (§ 27 ThürVwVfG).

Die Abgabe der Versicherung an Eides statt ist gebührenpflichtig.

Note on affidavit

Please note that the registration authority may only accept an affidavit from the person who is responsible for the loss or who was last in possession of the document and who can provide information on the loss (e.g. the injured party in the event of theft)!

If the person responsible differs from the owner of the vehicle, a power of attorney is also required for the submission of the affirmation in lieu of an oath.

  • Vehicle registration certificate or registration certificate part II - This document must be presented as proof of the right of disposal. If the registration certificate Part II is with the financing bank, we will waive its presentation if we receive the bank's written confirmation and consent to the issuance of a replacement registration certificate Part I. The vehicle registration document, on the other hand, must always be presented, as it will be replaced by a new registration certificate Part II during processing.
  • Declaration in lieu of an oath
  • Protocol of the last general inspection

Document issue - without an appointment

Documents that have already been applied for and are now ready for collection (passport, ID card and eID card as well as documents from the driving license authority) can be collected from reception during opening hours without an appointment.

Other requests with an appointment

An appointment must be booked for personal visits for other matters. This can be done online or by telephone.

On 23.12.2025 the area is only open until 16:00. The area is closed on 02.01.2026. The department cannot be reached by telephone from 4 p.m. on 23.12.2025 and all day on 02.01.2026.

The registration authority uses special adhesive seals with special security features for the vehicle documents. This increases the total fees by € 0.30 per adhesive seal used.
