Residence permit - humanitarian reasons
If a person applies for a residence permit for reasons of international law or humanitarian reasons or to safeguard political interests, this can be issued by the Federal Republic of Germany.
The residence permit is issued for a limited period of time. If the residence permit is issued for the first time, it will also be checked whether the person concerned is entitled to attend an integration course.

Issuing a residence permit in Germany
The Federal Ministry of the Interior may, in agreement with the supreme state authorities, permit the admission of foreign nationals from certain states or groups of foreigners in order to safeguard the special political interests of the Federal Republic of Germany. The admission approval of the person concerned will indicate whether a residence permit or settlement permit will be issued. This residence permit may be subject to a condition restricting residence.
Foreign nationals who have been recognized as refugees or persons entitled to asylum are entitled to a residence permit.

In Thuringia, there is a Hardship Commission that can, in exceptional cases, order that a residence permit be issued in deviation from the legal requirements.
Procedure/deadlines
All incoming applications will be reviewed without a personal visit.

- Passport, if applicable
- Proof of residence (tenancy agreement, in the case of a sub-tenancy agreement also a declaration of consent from the owner, in the case of use of own living space (property) extract from the land register)
- Proof of health insurance
- Confirmation of admission or notification
- If applicable, proof of financing (e.g. employment contract with pay slips, notification of benefits according to SGB II or XII, declaration of commitment)
- Signed instruction sheet
- If applicable, declaration of consent to the storage and use of your e-mail address and telephone number
