Settlement permit - EU Blue Card holder
In contrast to the residence permit, the settlement permit (Section 18c (2) Residence Act) is an unlimited residence title. It entitles the holder to pursue gainful employment.
The format within the European Union is standardized and corresponds to Regulation (EC) 1030/2002.
Details
The requirements are met if the Blue Card holder
- has basic German language skills at level A1 ("Deutsch-Test für Zuwanderer" Telc, Goethe or ÖSD certificate of the CEFR or has successfully completed a German-language university degree)
- has a job that corresponds to his/her qualifications
- has held a residence permit for at least 27 months in accordance with § 18g AufenthG
- has paid contributions to statutory pension insurance or comparable insurance benefits for this period,
- secures his/her livelihood with a minimum annual income for the year 2025 of € 48,300 (€ 43,759.80 for certain bottleneck occupations),
- there is no interest in deportation (e.g. due to criminal offenses),
- has general access to employment,
- has a permit to pursue their gainful employment on a permanent basis, if this is required (e.g. professional license, license to practice medicine, etc.),
- have a basic knowledge of the legal and social order and living conditions in Germany ("Living in Germany" test or "Naturalization test"),
- have sufficient living space for themselves and their family members.
The period of possession of the residence permit is reduced to 21 months if the foreigner has sufficient knowledge of the German language at level B1 ("German Test for Immigrants", Telc, Goethe or ÖSD certificate of the CEFR or successfully completed German-language university studies).

- Proof of residence (tenancy agreement, in the case of a sub-tenancy agreement also a declaration of consent from the owner, in the case of use of own living space (property) extract from the land register)
- Proof of health insurance
- Proof of pension insurance (usually in the form of a pension insurance history from the German pension insurance)
- Proof of financing (payslip for the last three months and employment contract)
- Language certificate ("Deutsch-Test für Zuwanderer", Telc, Goethe or ÖSD certificate at level A1 or B1 of the CEFR) or successful completion of a German-language university course [degree certificate])
- Test "Living in Germany" or "Naturalization test"
- Signed instruction sheet
- If applicable, declaration of consent to the storage and use of your e-mail address and telephone number
