Approval of self-built & non-approved used vehicles
Erstmalige Zulassung eines gebrauchten, aber noch nicht zugelassenen Fahrzeuges (bestimmte Fahrzeuge der Bundeswehr und anderer Behörden oder Fahrzeuge, die im nichtöffentlichen Bereich, z. B. auf Flughäfen betrieben wurden). Diese Fahrzeuge besitzen in der Regel keine oder ungültige Fahrzeugpapiere.
Gleiches gilt für Fahrzeuge, die vormals in der DDR zugelassen waren und danach nicht auf bundesdeutsches Recht umgeschrieben wurden.
Für Eigenbauten muss entweder gemäß § 21 StVZO eine Betriebserlaubnis für Einzelfahrzeuge oder gemäß § 13 EG-FGV eine Einzelgenehmigung für Fahrzeuge beantragt werden.

The vehicle does not have to be presented to the registration authority, as the prescribed identification has already taken place within the scope of the appraisal in accordance with § 21 StVZO.
Unterlagen
- Expert opinion in accordance with § 21 StVZO or § 13 EG-FGV from an officially recognised expert.
- Proof of the right of disposal by: Original purchase contract and invoice or previous vehicle documents (e.g. in the case of former GDR vehicles) or certificate from the central military motor vehicle office of the Federal Armed Forces.
- Declaration of no objection from the Kraftfahrt-Bundesamt (Federal Motor Transport Authority): To be applied for via the Kraftfahrt-Bundesamt or online during the process at the Bürgeramt.
- electronic insurance confirmation (eVB, formerly insurance double card)
- Direct debit authorisation for motor vehicle tax
- General documents on the vehicle owner (see Downloads)

The registration authority uses special adhesive seals with special security features for the vehicle documents. This increases the total fees by € 0.30 per adhesive seal used.
