Settlement permit - Permit for permanent residence EU
Die Erlaubnis zum Daueraufenthalt – EU (§ 9a Aufenthaltsgesetz) ist ein unbefristeter Aufenthaltstitel. Sie soll Bürgern aus Drittstaaten, die nicht zur Europäischen Union gehören ein dauerhaftes Aufenthaltsrecht in Deutschland geben. Sie berechtigt zur Ausübung einer Erwerbstätigkeit und ist der Niederlassungserlaubnis gleichgestellt.
Die Erteilung einer Erlaubnis zum Daueraufenthalt-EU ist ausgeschlossen, bei Besitz eines Aufenthaltstitels aus humanitären Gründen, zur Ausbildung oder wenn der Aufenthaltszweck seiner Natur nach vorübergehend im Bundesgebiet ist.
Details
The requirements are regulated in §§ 9a to 9c Residence Act.(link is external) They are fulfilled if:
- the foreigner has been living in the Federal territory with a residence title for 5 years,
- his livelihood and that of his dependants, whom he has to support, is secured by fixed and regular income (no receipt of public benefits),
- the foreigner is permitted to work, provided he is an employee,
- he has a permit to pursue his gainful activity on a permanent basis, if this is required (e.g. a professional permit)
- he has fulfilled his tax obligations
- he or his cohabiting spouse has paid contributions to the statutory pension insurance scheme or comparable insurance benefits for at least 60 months,
- he and his cohabiting spouse provide evidence of contributions to health and long-term care insurance, which are paid for an indefinite period or are automatically renewed,
- he/she has sufficient knowledge of the German language ("Deutsch-Test für Zuwanderer" passed at level B1),
- he/she has basic knowledge of the legal and social order and living conditions in the Federal territory ("Living in Germany" test at least 15 questions answered correctly),
- there is no interest in deporting him/her (e.g. because of criminal offences),
- he has sufficient living space for himself and his family members.

Register with the appointment code
You will receive an appointment code with your appointment. If you are not on time, the appointment will be cancelled. Half an hour before the appointment you can register at the multilingual registration terminal of the Foreigners' Registration Office with the appointment code. You do not need to pull a ticket!
Appointment confirmation is considered a fictitious certificate
If you make your appointment via our online appointment system, you will receive a fictitious certificate which you can print out together with the binding appointment confirmation. This certificate is valid in Germany and bridges the time until the appointment.

- Proof of accommodation (e.g. tenancy agreement)
- proof of health insurance
- proof of pension insurance
- suitable proof of income (e.g. salary statement for the last three months, last income tax assessment, bank statements, employment contract)
- Certificate of integration course
- Certificate in tax matters from the tax office (obligation according to the tax law fulfilled)
